Make some features OWNER ONLY

Administrators should not have permission to prune members and change the vanity URL. I trust my admins but I don't trust them enough whereas they are allowed to instantly kick out thousands of members or otherwise change the vanity URL. Those features should be, and only for, the owner. As servers increase in size, it's more security that you need. Having an admin is what I want, but not one where they can prune or change the vanity URL.
