Feature Request - View Pinned Messages Only

On one of the servers I own, I have a system in which users are to input information according to a template I have pinned in the channel. Unfortunately, not everyone sees the pinned message due to it being pushed back in the message history. To remedy this, I think that it would be useful to have a role permission, similar to how 'Read Message History' works and allows users to only see messages pinned to the channel.

  You could set up message filters using bots like Dyno. Where if it doesn't match up, the bot will auto-delete the message.
