Avatar 10 minute change limit: why?

I know this is something that frustrates a lot of users myself included. I would propose to keep the limit, but to add a preview screen of how the picture will look as one’s pfp, something. which steam does which is very helpful. This is a little problem but would save a lot of heartache for many (dare I say all?) users.
