Speech to Text/Transcriptions

Discord doesn't seem to want to implement this, and after making a bot to do it I see why. It requires either massive amounts of money (for a API) or massive amounts of CPU time (or alternatively a lot of GPUs). Neither of those Discord really can do, considering their current status.
