Show all tags to users in forums.

When you create a tag for a forum post in Discord, there is an option to only allow moderators to apply the tag. Previously every tag was visible to normal users, so you would see if a moderator tagged your post with a tag that you couldn't apply yourself, but now, tags that can only be applied by moderators can also only be seen by moderators. This means that if moderators use tags as a way to provide feedback to users' forum posts and make them easy for anyone to sort by, this can no longer be done.

Fixing this so that every tag is visible to all users or adding an option per tag to set if it is visible to moderators only would be very helpful for forums.
