Server Owner's Account Got Disabled

The server owner's account got disabled and she couldn't get it back. I have admin rights to the server. I've read somewhere that only after 30 days of inactivity from the owner can an admin/mod request for forced server ownership transfer. Do I still have to wait for 30 days? And what happens to the server between the 14 days (before her account gets permanently deleted) and the 30 days?

 

Update: I am now in touch with them, 6 days after I filed, and hopefully, my request goes through.

    I called, sent letters, replied to their twitter and facebook posts, direct messaged, email their board, and much more. All ignored.
