Blocking prohibits banning

Earlier today, I blocked a user in a server I frequent, then tried to ban them from my own.  Received a message that I could not actually block them, that I didn't have permission.   It turns out that if block a user in another server, the ban command will not let you do that in your own.  But what happens if the user does that in your own server first?  If you ban them and remove their messages, you can no longer block them elsewhere.  I'm asking for Discord to disassociate these to features, so that if I block someone due to safety issues I can also still ban them from my own.
