Allowing users to create microblogs through a small change to the "Send messages in posts" permission

Currently the way this permission works is if you don't have this permission you can't comment even in your own thread.

I would love to see a tweak to this permission/feature (or a separate permission) to work such that members WITHOUT this, or a secondary “Can comment in own threads”, permission will still be able to comment in their own created thread (but not somebody else's)!

In other words a permission for allowing members to create their own “blogs” in a given forum section by allowing them to comment in their own threads, but not somebody else's.

This will allow for the setup of both “micro-blogging” and “knowledge bases” to be created on Discord, which imo is a game changer.
