Poll creation should have its own permission

Most other functions within discord have a set permission to toggle on and off, even things down to reactions on messages. I don't understand why polls don't have their own permission. Polls can be used maliciously by raiders and spammers, flooding chats with polls that could potentially be inappropriate. 

This is not something many server owners would want most users to have access to in their servers, including me. It looks like in most of my servers no one has noticed polls exist yet and that they can send them in any server. I haven't heard anything about polls until today, and that was from me messing around because I saw the button by chance. 

When I informed my server, I realised my mistake and tried to change the perms to stop them from spamming the new feature.. and noticed there was none and the FAQ says its connected to the send message permission. Thankfully they're well behaved enough that I could send them to a channel to stop my general chat from being spammed.

This will 100% be a problem for server owners and staff, it adds an extra thing to moderate for those who really don't want it. That with the added risk of it being taken advantage of by raiders and spammers means it really shouldn't be something everyone has access to by default. while it is a very helpful feature for staff to take advantage of to get community opinions,  it is NOT something everyone needs access too.

    While polls can be a useful tool for gathering community opinions, they also carry the risk of being misused if not properly regulated. Having the ability to control who can create and participate in polls through specific permissions would provide server owners with the necessary flexibility to manage this feature according to their community's needs and preferences.

    As Fenkix mentioned, the polls could become a problem. They already are on my server. A lot of polls just flood the general chat, and of course I don't want to take away the permission to talk. But a small permission for it would help extremely to make my server cleaner and more topic related.
