25MB Upload Limit At Boost Level 1

I'm not very happy about the new 10MB upload limit, but the decision has been made and I have to live with it; however I do think that the 25MB upload limit could be a perfect fit for servers boosted to level 1. It adds another perk to that somewhat paltry level and it will help alleviate the growing pains for some affected users as the 10mb limit continues to rollout.
