suggestion: restrict certain roles from pinging specific users/roles

a way to block a certain role from pinging another specific role
for example:
basic rank is not able to ping admin rank/users, but they are allowed ping moderators

This would be great in servers that are verified or large communities that do not need to have their team pinged constantly
