per user tts
and by that i mean being able to right click a user and say enable tts for this user at all times
because my girlfriend is mute her vocal cords dont work and this would be a great feature to help her when we are gaming together with our friends

It would also be helpful when there's that one irritating friend who spams tts messages all the time. It would be convenient to mute his tts activity.
