Remove or Permlock The Quoting Feature

I moderate for a relatively active server, and throughout the past few months, I've seen a huge increase in the use of the quote feature. It's made it very difficult to read the chat and discern who is saying what. Additionally, some people have taken to using the feature to quote huge blocks of text, messages from trolls/raiders, and instances of other users breaking rules. This makes it all the more difficult to moderate.

Another user included a picture in their post that visualizes the problem at its worst (I am not in this particular server, but quotes can sometimes flood our chat to this point in the one I am in).

I don't see the blockquote formatting, or even the quote feature itself, as completely useless. I've used it quite a few times to reply to a message/statement that had either been buried in chat, or had been left unanswered for several hours. However, I believe that potential for abuse and spam (especially on larger servers) far outweighs the benefits that this feature can provide, especially when people could just as easily ping or DM someone.

I believe that his feature should be removed in its entirety, or at the very least, given the ability to be disabled server-wide or lock it behind permissions, like the reaction feature.
