Move NOTE input away from Private Message input in user card

NOTE and Private Message inputs are too close to each another amd have quite misleading design
I did sent notes as private messages or edited notes instead of sending one multiple times.

And sending "acts like ignorant asshole" does not helps to build relations, in my experience.
