Allowing server admins (or making a new permission) to see who is boosting and how many times as well as adding this to the api

At the moment it is impossible to know how many times a person is boosting, unless you ask the person themselves for proof which is not practical. I'd rather not make a bot that examines images that people send to determine how many times a person is boosting. Not to mention people can try and photoshop the image. Some people say you can look at the messages that pop up when someone boosts however you won't know when they unboost because no messages show. This is sort of a problem holding back lots of potential for implementation in bots such as giving more server rewards to people who boost more. I think the best way of implementation is either letting all admins see this, or making it a permission for roles.
