Control Over Video Stream Bitrate

How can I control the bitrate of my Go Live video streams? In my case  I'd like to restrict it to low rates such as 2048 and 1024Kbps.

If that's not possible without nitro, then what is the default bitrate for 480p and 720p video streams?
