Make the Server Banner fixed by default

Server banners are cool and should feel special, although they disappear very easily when you scroll down on a list of categories and channels. It'd be cool if Discord fixed it in place so only the channel section scrolled down, but maybe offer people an option to turn that off if it becomes problematic for smaller displays.
