Voice Channel visibility with Category Hiding under new update

As of... 78803 or 7567b0e or whatever, the behavior of voice channels in categories when Hide Muted Channels is on is... screwy

Under the old behavior:

1. If you had a voice channel and an unmuted text channel in a category to themselves, and you hid muted channels, everything would remain visible
2. If you had a voice channel in a category to itself, and you hid muted channels, everything would remain visible
3. If you had a voice channel and a muted text channel in a category to themselves, and you hid muted channels, the category and voice channel would remain visible, and the muted text channel would not

Under the new behavior:

1. In the first case, everything is visible; there is no difference
2. In the second case, the voice channel category disappears entirely. This is unexpected and annoying behavior if you wanted to use that voice channel. This happens with a pure voice category with any number of channels
3. In the third case, everything disappears. Note that an empty category does not disappear. This means that you can have a VC in another category, which is visible, and an empty category, which is visible, but when you combine them, they both disappear. This is definitely not behavior anybody would expect, and I don't think anybody wants this either

The result of this change is that servers can no longer effectively segregate voice channels in their own category, which is a very common thing to do, and users have to leave potentially unwanted text channels unmuted to keep voice channels in certain setups visible. Even voice channels that the user is in disappear, which is very different behavior to hidden, muted text channels.

I don't know if it's a bug or intentional, but it definitely needs to be changed somehow
