Count emoji references as 1 character when checking API embed limits
A typical emoji counts as a minimum of 22 characters (21 + the emoji name) towards limits, and can reach upwards of 40 characters depending on the length of the name. Whilst in practical terms they only take up the space of about 1.5em, 3 emoji in the title can eat up almost half of your text limit.
In order to comply with limits, I'm using letters in my bot output where an emoji/icon would be much better. Rather than counting the full reference string towards the character limits, it would be ideal if the API only counted the emoji reference `<name:123567890>` as a single character.

I'm not sure that's how it works, I did tests that show, among other things, that it's false and it's a shame because you are the only person I found who mentioned this :'(
