Highlight a message without mentionning everyone

Give a text permission that could highlight a specific message without mentionning people. Exemple : I would announce : Server is Down. Stay tuned. On a #general chat, then i remove the permission to write in this channel and message can be cleanly seen.

  There is the @here ping... It does not actually ping anyone but does the "highlighted text".
