New Feature for Server Boosting: Custom Server Themes & Animated Banners

I know we have something similar since there's the server banner, but I think it'd be great if it was possible to implement a theme for use of anyone who has access to the server. Of course since this would be a HUGE change, it would have to be a level 2 or higher feature. Maybe even have a way to be able to make our own custom themes or use an already available template. Those who want to make a custom theme would have to pay or be a higher boost level (example: if regular themed template=level 2 boost, then custom theme=level 3 boost) if they don't want to use a preset theme template.
And if it's not too much, maybe make the server banner be able to have movements so it's not just a still image?

TL;DR Basically, have it so that we can put a theme on the server that everyone can see.
Also make moving server banners.
