Quoting should only quote selected text

Why, when I select some text in a message, and choose the Quote command, does the entire message get quoted? I then have to go and fiddle around in that to select out the bits I *don't* want quoted, when the simplest and most friction-free thing would have been for the app to just quote what i had selected.
