Authorizations for text formatting

It would be cool if there was a "bold and italics" allow/disallow button in role authorizations, so only certain roles could use bold and italics (like there's a "prioritary voice in voice chat" authorization).

This way, moderators could limit bold and italics in rooms with huge amounts of people and text.

Alternatively, there could be a config option to disable bold and italics for accessibility purpose, for tired mods~ 🙂
