Let classic nitro users use the custom banner, And for those with nitro boost, Let them put gifs as a banner, This is a really cool feature and it makes your profile much prettier, so it would be fairer to make it available for nitro classic users.

The functions of nitro boost are especially to help servers with boost, and other things made to be used on servers, The functions of nitro classic are for the user who wants to have a better profile, so put the banner function to nitro classic will make a lot more sense

A lot of people talked about this here several times, but I'll talk again because it's a good suggestion.
