Classic Nitro Banner customization.

Allow people that have the Nitro Classic to be able to use static images on their banners, and let animated banners be exclusive to Nitro. Members with no Nitro could have the option to change the colors to whatever static color they want, since it's such a basic (but still lovely) feature.
