[Suggestion] Introduce new role permission for server profile pictures

Introduce new permission for server profile pictures

As we see the rollout for one of the most anticipated features-- profile pictures per server-- there needs to be safety permissions for server admins and moderators to combat abuse. Just like the ability to change nicknames per server or the use of custom emojis, that can be disabled or given exclusively to certain roles. While I love this feature, being able to set both a nickname and profile picture could disguise yourself very well amongst different servers; which is obviously the intended idea. 

I believe there should be one new role permission: Change Profile Picture
This permission does what you expect; allow the user to change their profile picture on the server (if they have nitro obviously) 

The existing role permission 'Manage Nicknames' could become: Manage Nicknames and Profile Pictures
For nicknames, the permission would remain the same. However, server admins or moderators should not be able to set a user's profile picture- rather just reset it to the global one. I could see a lot of abuse happening if this was allowed to occur.
