Adding UTF-8 support for file name

Whenever there is a file sent via the text channel at discord. The UTF-8 characters inside would always go missing.

Let say we have some Chinese characters in my file name "Rainbow6 打機記錄-1.mp4".

The file name in the chat would always delete the Chinese characters and the result would become "Rainbow6 -1.mp4".

If we can support these characters, it would be helpful for memorizing the purpose of the file without actually downloading the file.
