Restricting members in entrance area

The issue: New joiners to servers can DM anyone assuming their privacy allows messages from server members, this can cause unwanted or triggering messages and just general unsafeness for members. Solution 1: Some sort of verification feature whereby only people with certain permissions and the owner can approve members from a lobby into the main server and without having this verification then the new joiner would be unable to message any other member of the server. Solution 2: The same idea but instead a server owner can set a special role as a "member role" which accomplishes the same as above and without that role they are unable to interact with other server members in dms or send friend requests regardless of privacy setting.
