Allow messages blocked by filter rule to be approved by server staff

I quite like the new system for blocking messages by keywords and that it can send notification about it to a channel. One thing that I think is missing would be the ability to approve a message after it has been blocked. In my specific use case, I'd like to block server invites by default because we have the rule that advertising other communities is prohibited without guild staff approval. In case we do approve of it, we would like to allow the member to post such a link without having to give them a special role. Approving the message would be an easy and intuitive way to do so.
