Immunity to slowmode

Make a separate function "immunity to slow mode". At the moment, there are some ways that give the possibility of immunity, namely the issuance of the rights "manage messages" or "manage the channel / channels". But not everyone wants to issue these rights just for immunity, because in this way they put their server at risk of a raid and another. So why not make a separate function that makes this possible?
