Time options

Add 24 hour time as a seperate option instead of language. This would allow americans who use 24hr time to read better.

    As far as i can remember the "English UK" language switches it to 24h.
    I forgot if it was US or UK but one of them does.

    Totally agree.  It's ridiculous that language and time formats are separate settings.  I will be using BetterDiscord until the first party client is fixes this.
