Alternative verification

Since the case where users can't verify a new login locations due to inacesssibility to their email accounts (either because they forgot their email account password or email getting hacked) is a common frustrating experience users go through. Verification by phone number should be the default verification (whether a new login or password change verification) and be enough to verify a users account when the user has both their email and phone number verified since users always have verified their identity via government id by connecting.etc and in any case their phone number get hacked, it can be retrieved by reverifying either through their national identity number or any other official identity verifications. Except in the case a user has their phone number disconnected from their discord accounts [the user can then be sent verification through their e-mail account] or opts for advanced security  [the user can then be sent verification via their account and phone numbers]. This would make users more responsible and aware of  their email accounts                                                                                                                           Thanks
