Forum tag blacklisting and more 'default reactions'

Currently working on an opensource project, we decided to use discord 'forum' functionality for crowdsourcing ideas, it's almost perfect, but lack of blaclisting functionality makes it borderline unusable and the limit to only one default reaction doesn't really help us either.
