Add application command option type for file attachments

For a command that would accept a file attachment or image as part of its argument, having an attachment type for the command options would be useful. When the user reaches that option, they could either bring up the file browser (as the "+" button to the left of the chat bar does) or paste an image from their clipboard. The interaction could process this file as an attachment and pass it back to the client as a url.
