No servers after changing device? (or is this a lie?)

This person wrote me this message. She describes a Problem I have never heard of. And I want to know, if I am being lied to.

Can you really get thrown out of all your Servers by changing devices? Isn't the information on what servers you are always the same, regardless of the device you use?
