Add unblock button to prompts that say you can't do something due to the user being blocked

When trying to click a jump link that refers to a blocked user the client currently just shows a popup telling you "This doesn't work because the user is blocked". However, this popup only has a single button to say "okay".

Please add a button to just unblock the user there. Otherwise I have to copy the id from the link, mention the user, and then unblock them from there.
