Reduced Motion Updates

Hello Discord Devs,

The most recent update with changes to Reduced Motion enabled my option, which I have had off since the feature was originally introduced.  I realized this several days later when a very flashy twirly gif triggered a migraine.  

I understand that changes are necessary to the platform and that, inevitably, you will make additional accessibility changes.  Please, in the future, respect user's choices.  We can see the changelog, and if people want to turn them on, that is their choice.  Having them turned on for us is unfortunately abilist and dismissive.  You have taken away my voice, so that I can see the new features, features that may harm me inadvertently.  

To clarify: adding new settings, rather than features to existing settings, those can revert to default.  But if a setting is based on an existing option, respect our choice when updating.
