Throttle new message notification sound

I'd like an option where if I get several new messages in a brief period of time, the notification sound is suppressed.

Example instead of getting 5 messages within 5 seconds and playing 5 sounds. You get 5 messages within 5 seconds, but the sound only plays for the first message and is muted for the next 4 seconds.
