[Feature Request] Ability to set role-specific slowmode overrides in channels.

As a server owner/admin and also a regular member of many communities, I feel like the platform could benefit from a system where the bypassing of slowmode is no longer only linked to the "Manage Messages" permission, but could rather be set up as an override in the channel settings for particular roles.

I will illustrate my thoughts with a few images;

For example, this channel below has a default slowmode set to 5 seconds;

But, I want to trust some role members or individual members with a disabled slowmode, in this example, I allow myself to not have a slowmode (this could be anyone else or a role in place of my username). This could look like this;

You could also use this setting to apply a longer slowmode for users or roles that you don't trust with a shorter slowmode.

I think this is overall a much needed feature, which has been requested many times before (example from 3years ago), but I wanted to add my own concept of a slowmode override implementation to further demonstrate the utility of this feature.
