Better Stage Permissions

As of now, the only way someone can put themselves live on a stage is by being a stage moderator. This grants permissions I'm not especially keen on, such as being able to @ roles and delete the stage channel. I would like to give my boosters the ability to go live on an "open" stage when they want to, but I don't want to give them moderation-level permissions or the ability to ping everyone.  

Two features that would be really helpful:

1. An in-between permission that is not a stage mod but is approved to take the stage at will
2. Control over what role(s) is pinged when someone goes live. Pinging "everyone" is something I only ever want to happen at an admin level. Part of the philosophy of my server is you don't get notos unless you sign up for them.
