post management for roles

A feature for roles that can allow you to set how many post a role can post in a certain amount of time to prevent mass spamming from an account or raid. This feature would limit the damage and aftermath clean up of accounts that get hacked or servers that get raided by malicious new users. There would be options to set the amount of posts that can be made by a role (by default set to unlimited) and how long until a role would have to wait to make another post.
