Authorization to add and remove only Roles

Hello.
Let's say we give someone on our server the role of registration moderator and we want them to be able to add and remove roles and rename members (only add and remove roles) (without the ability to edit-delete roles or move them from one place to another). And it is possible to do this with a bot. But I request this to come to the server.
