New Permission: Manage Select Roles

Give people this permission in order to allow them to have access to give/take roles from people that an admin selected. For example:

An admin gives ‘Event Manager’ role the “Manage Select Roles” permission and selects 2 roles: “Role 1” and “Role 2”.

Now anyone with the role ‘Event Manager’ can add/remove the role ‘Role 1’ and ‘Role 2’ like normal but they do not have permission to add/remove the role ‘Role 3’ or ‘Role 4’ to anyone.
