To use it on a different account, you have to remove it (potentially locking you out of some communities on that account) and then wait for the grace period to expire. This exclusivity to one account should expire after a year, even with the number remaining in use on the original account.
There should also be an option to receive a voicemail call instead of a text message, allowing you to use a landline phone, for example.
