The Channels and Roles menu should be possible to restrict for certain roles

Hello,

The Channels and Roles menu doesn't have perms, therefore it can't get restricted like the other channels.

To give you a use case, basically in my server some people with a certain role get very limited access, but it's enough for them to go to Channels and Roles and remove that role to get full access back, which isn't what we want in the mod team.

I hope you give perms to that menu in future evolutions of Discord.
