Under 13 rule
This is hopefully for discord to hear and understand, As well as maybe change things from this comment.
Recently the No Under 13 rule has come out. I, And many other discord users have found this rule pointless. I mean there is literally no point. Maybe I am missing something, But from my perspective, It should be the responsibility of the server owner to make sure the server is suitable for people that age, And then take action accordingly. I have many friends who are Under 13 and yet are very positive on discord and cause no harm and have no harm caused to them. Sometimes, they are a better input than the older people. Come down on the servers that break the rules, But don't restrict such a useful and easy to use method of group communication, As it simply is unnecessary and harming to the reputation of discord from an out look, As that discord have to restrict it to 13+ because they don't have the ability to come down on those who violate the terms and services. Hopefully I get an answer to this and maybe even some action.

As many of the comments mention, this rule is legal law, COPPA, and not something Discord specific\.

This is likely to comply with COPPA, which was passed by congress in 1998. If they're handling users under 13, they have to do stuff like specially single them out, and allow parents access to their files and posts, and the ability to delete them. They also have to delete information posted therein the moment it's out of use. That includes:
- First and last name;
- A home or other physical address including street name and name of a city or town;
- Online contact information;
- A screen or user name that functions as online contact information;
- A telephone number;
- A social security number;
- A persistent identifier that can be used to recognize a user over time and across different websites or online services;
- A photograph, video, or audio file, where such file contains a child’s image or voice;
- Geolocation information sufficient to identify street name and name of a city or town; or
- Information concerning the child or the parents of that child that the operator collects online from the child and combines with an identifier described above.
Which makes Discord as a service much harder to maintain, or even begin to comply with the law on. Especially now that they sell games, which forces them to keep information that isn't allowed under COPPA to maintain a database of users, and breaks the one-time contact law without parents consent and permissions, directly obtained by e-mailing them. It's a lot of hassle, there's a lot of rules, and it makes Discord nearly unusable to under 13 year olds.
But this is just a guess, since that's why most sites do it.
Edit: To be clear, Discord servers are in the USA, and therefore have to comply with USA laws. It doesn't matter where you are personally accessing them from. Also if you read the information they have to wipe, it includes usernames. Can you imagine a special Discord for under 13-year-olds with no username? No way to identify them? No. Because the service operates on people sharing usernames to maintain a connection. Discord's main service, it's very existence, cannot operate without a username to share with other people. You can't have an under 13 Discord without being constantly anonymous, with no friend's list or chatrooms that maintain your posts with a username/icon with every message you send being recorded for your parents to read and delete. I semi agree, But still, They could make settings for the account, U13 accounts and 13+ accounts, And certain features are disabled, Like the above, for U13 accounts.

For people in most European countries it is also just blocking and not usefull because COPPA is not a thing here.
The Account of a friend of mine was even deactivated because auf this in the EU useless rule.

It is due to legal law, in particular COPPA, that we are not allowed to have users under the age of 13 on our platform.

All they'd have to do is not collect information on accounts from people which are under 13 (add a setting or sth) and it'd be good.-4 -

It's not useless, it's illegal to obtain information about toddlers under 13. they can make a discord version that doesn't accept any information but it would be hard to identify if the person is actually under or over 13
