Get the keyboard layout from local language settings

Because it's really annoying to try to find out where ] is supposed to be. Please think about your non-american users more.

    +1 Using a scandinavian keyboard, for example: SHIFT + Ø will show up as SHIFT + `. Really confusing.

    Using German keyboard layout. ] is apparently ´, which means binding anything to it buffers the ´ for the next text box and auto converts any vowels you try and type into stuff you never imagined could exist like é, ó, í and so on... why discord.
