Flag User as lowercase-only

While it certainly is possible to kick Users for using CAPS all the time, we have a certain user on our server that has problems with capitalization (looks like some OCD problem) - he/she is capitalizing each word in a sentence which is very exhausting. The Problem applies to all caps "Screamers" too.

So, User Story time:

As           "a Moderator"
I want to "be able to lowercase certain users per setting"
so that    "people don´t desert channels because of a single user alienating everyone"
