Legacy versions of Discord that were available for older devices would be a godsend for people who are extremely poor and need to use whatever devices they can get their paws on.

I personally don't see this happening and I also recommend you to considering moving onto iOS or Android as even Microsoft has announced they will be completely ending support for Windows Phone later this year. 0 -

In terms of Windows 10, https://i.imgur.com/kag4pMp.png lists the status as of January 2019. The version numbers are always based on the month prior to release and get 18 months of Support - they're in the format of YYMM
There are two Windows 10 Feature Updates due to reach End of Life in 2019, which are 1709 Fall Creators Update which reached End of Life on 9th April 2019 and 1803 April Update which is due to reach End of Life on 12th November 2019.
Windows 10 1809 October 2018 Update will reach End of Support on 14th April 2020.
All Windows 10 Feature Updates get 18 months of support from their release dates, meaning a Spring release (around March to May) gets supported until Autumn the following year (around September to November).
Autumn releases (around September to November) get supported until the second Spring after its release (around March to May)
Mac OS X
At present, this is the best answer I can find in relation to Apple's Lifecycle Policy for Mac OS X https://discussions.apple.com/thread/7833747 because there doesn't appear to be any clear policy that I've been able to find right now.
iOS
iOS is confirmed as Supported for Current plus 2 Previous releases (as per Discord)
Android
Android 4.0 Ice Cream Sandwich was never supported, but has reached official EoL as per the Google Blog at: https://android-developers.googleblog.com/2018/12/google-play-services-discontinuing.html
Android 4.1 Jelly Bean through to 9.0 Pie are currently Supported to varying degrees, but may change at anytime. However, only Android 7.0 Nougat onwards are considered "officially" Supported by Google, due to the Current + Previous Two policy.
Linux
Linux is more complicated due to the variety of Linux Distros, however I will focus on some of the main ones.
Ubuntu
Ubuntu Releases: https://wiki.ubuntu.com/Releases
At the time of writing, Ubuntu 14.04.5 LTS is the final release for the 14.04 LTS series, and is due to reach EoL in April 2019. Ubuntu LTS releases get 5 years of Support from their release, and the numbering is based on the year and month they were launched. 18.04.1 LTS is currently the latest Ubuntu LTS release.
As for the "Regular" release channel, Ubuntu 18.10 is currently the only supported release, and is due to EoL in July 2019 - Ubuntu 19.04 is due to take over before this point. These ones get 9 months of Support - the numbers are also based on the year and month of their release.
Linux Mint

Linux Mint has been known to jump between Ubuntu and Debian, however the releases are fairly simple to track.
At the time of writing, the latest Linux Mint release is 19.1 which is an LTS release supported until April 2023.
The next releases of Linux Mint to reach EoL are 17, 17.1, 17.2 and 17.3 which are due to reach EoL in April 2019.
Debian

Debian has a slightly more complicated policy, however I can provide the following summary:
Debian 7 "Wheezy" reached EoL for all versions in May 2018.
Debian 8 "Jessie" reached EoL on 6th June 2018 for the full release, however it's LTS release is active until 6th June 2020.
Debian 9 "Stretch" was released on 17th June 2017 and is supported until at least 2020.

Unfortunately, it would be impossible to do this on the original Nintendo DS consoles because they no longer have the required Nintendo Wi-Fi Connection service (it closed in 2014). As for the newer 3DS/2DS consoles, it's probably a bit too late to start now because Nintendo appear to be moving their focus onto the Nintendo Switch and there's a possible chance that the 3DS family may be retired sooner or later. 0 -

Well... It's announced that they are terminating windows phone as it does not have enough users and it just isn't good. Lack of apps drives users away etc. So it's kinda useless creating an app for an dead OS.

The most recent Nintendo Direct announcement did not mention much in terms of the 3DS, so I'd have to assume that it's probably going to fall under the "Legacy" category in the near future. This is looking increasingly likely because some of the most popular Nintendo series have announced new games for the Nintendo Switch that would have previously been on their portable consoles (such as the 3DS).
Also, the Wii U is most likely going to be a "Legacy" console at this point, since production of the console itself has ended and there has been no new titles for the Wii U for a while.

That would never happen. They're really old operating systems that would take an incredible amount of resources to maintain and develop. 0 -
These systems are far too old and may take up too much space and be obsolete on these versions. I would advise you to upgrade to higher versions. -2 -
Would a feature-frozen (or even feature-reduced) version of Discord be feasible for old mobile OS versions? Unlike Windows, MacOS, and Linux, often there is simply no upgrade path possible without spending hundreds of dollars. Understandably, a relatively large audience declines to do so.
Perhaps this version would have core functions only (chat/speech) to minimize the development/maintenance effort while still keeping Discord customers connected to one another in some form.
