Users should have the ability to moderate specific rooms.

There should be a "Specific-VC-Room Moderator" mechanism that gives a room-moderator the ability to moderate users, _but the mute only affects a specific room._ This can either happen through roles that take effect immediately (not how ability-restricting roles currently work, effects take place on rejoin), or through a discrete mechanism.
